Add Ippl fence function
Add an Ippl::fence function that wraps Kokkos:fence. This function should be used outside of Ippl. A user should not call Kokkos functions directly.
Code indexing in gitaly is broken and leads to code not being visible to the user. We work on the issue with highest priority.
