modulecmd: add new keys for overlay configuration

To support overlays without groups (like the Lmod's generated by Spack) the overlay configuration must be extended. The intention of this issue is to add the required keywords to the dictionary OverlayConfigKeys and cherry-pick the commit to version 1.1.22.
