cicd: add a possibility to deploy to dev/qa servers

Add deployments to:

  • bec-atlas-dev.psi.ch: manual pipeline start and setting DEPLOY_DEV_SERVER gitlab variable to "true"
  • bec-atlas-qa.psi.ch: on commit to the 'main' branch
