build(dependencies): update min bec_lib version to 3.29

Description

bec_lib 3.29 made some changes to the GUI state message that are required by v2 (cf. https://gitlab.psi.ch/bec/bec/-/blob/main/CHANGELOG.md?ref_type=heads#v3290-2025-04-22). This MR sets the min version of bec_lib to 3.29.
